Racist jokes can be funny when it's blatant humour. You may be surprised to know that tons of racist jokes go on at my gym. I get told I could be blind folded with dental floss, our African guy is accused of peeling bananas with his feet, and the guy who instigates most of it looks like an Arab and gets the usual camel/terrorist jokes. Today I think I'm going to "random" pick him to empty his training bag when he walks through the door.
But there is a huge difference between obvious joking with friends and starting public conversations to discuss the inferiority of a particular race.
