A man who led Los Angeles police on a slow-speed chase through San Fernando Valley Friday night was stopped by a bystander who jumped in front of the car.

Police began following a black Ford Mustang in Reseda shortly before 6 p.m. The chase continued into Tarzana and Encino. The suspect was wanted for possibly driving under the influence.

Throughout the chase, the man waved to bystanders and flashed a "V"-sign with his hand. A sign that read, "Victory Parade," hung on the side of the driver's side door.

Also wtf again...

The suspect then IMMEDIATELY gave up and the citizen grabbed that dude and dragged him over to the waiting police. The end result? Both the suspect and the citizen got arrested for their troubles.
