The plastoid armor developed for the original clones was capable of dispersing the blast from energy weapons.
When the clones were phased out and humanoids recruited the army became much much larger and more disposable because they were far cheaper to field. Part of a more economical force was inferior armor being issued to stormtroopers. It still kinda worked but not nearly as well. They would get knocked out alot and die sometimes.
The fact that it still worked at all it what led the rebellion to start using older projectile type weapons to defeat the inferior armor.
