anything can beome a weapon.a rock or a stick can become a weapon if you choose to use it as such. the intent is what makes it in to a weapon. i have no intent to stab someone when i clip my knife into my pocket.

Some do. We've had knife amnesties before and they've brought in significant amounts of weapons.
