His point is about Hilary saying that the U.S. will treat cyber attacks like any other kind of attack and be ready to respond with economic, diplomatic, or military responses. Which isn't actually a change in strategy for how to respond to cyber attacks, she's just using rhetoric to sound tough despite it already being the accepted response by the U.S. before she made that statement.
The U.S. and other powers have decided to keep military responses on the table for cyber attacks because just how much damage cyber attacks can do, especially if backed by a national power. A power black out could do a lot of economic damage, or an overloaded reactor could make areas of a country a no go zone. It's also theorized that any major war would be presaged by cyber attacks from any side because of how usefulness it is to cause disruption ahead of the eruption of hostilities.
To rule out a military response would be naive, but what she says is that all options are on the table. Like how the U.S. responded to the DNC hack with diplomatic means. What she said does not mean she is going to bomb anyone at the first sign of a hack as PJW tries to make people believe.
