The fact it happens multiple times a year and you want to dismiss it as not a problem, I think that's why it will keep happening over and over. You can teach your kids to walk carefully and swim and so on but it is a little different teaching them to dodge bullets from nut cases. Banning all guns is not the answer but mental health services may be.
