After thinking about It, you are right, people are completely misjudging him throwing the dolly.
He was trying to do everyone a favor and he got to excited.
He mistaken the dolly for the belt and was trying to give the belt to Khabib through the window.
If you watch carefully you can actually see the moment he realizes it was not the belt-
