Blacks have never been able to build and/or maintain even a 2nd world city. Look at what European countries left them with in africa and the condition it's in today.

Given where they have lived over the past hundreds of years or longer, they really haven't had the need to do a whole lot in order to survive. Food grows year-round naturally in most places they live. I have a friend from Tanzania. He's actually an illegal alien that overstayed his student visa. Anthropologists categorize societies based on alot of things but a big one is access to resources and its relationship to culture (art, intricate mythology and religious ceremonies).Given where they have lived over the past hundreds of years or longer, they really haven't had the need to do a whole lot in order to survive. He was probably the first person to explain that concept to me; the innate lack of planning/forethought due to it pretty much never being a necessity. He said native fruits and vegetables grew everywhere and that you didn't even have to plant a garden in order to supply yourself with plenty of food. They were able to live day to day without a whole lot of planning or effort. That sets an expectation. That expectation over hundreds of years becomes ingrained. I think there are absolutely intelligence differences, too, but that was another aspect I hadn't considered before then.

In general a group that only has to spend a few hrs a day surviving has time and energy to "create".
So wheres they're culture? Where's their art?
