you're overstating the loss of benefit. After 90 days of deployment, some benefits kick in under GI Bill and they get to count the 90+ days towards their retirement date, but it's not like 'he' is fucking them out of retirement.
It's actually really common for military to fuck people at 89 days, it happened to me twice. On one occasion helo'd to a command ship at 88 days, spent 2 days on the boat, and the deployed back to the AoR. Less than 90 days in a combat zone. Another time I got moved to another command at 89 days, spent 1 day in that squadron, and then returned to my home station. Less than 90 days under a commander, he couldn't give me the medal he wanted to, and my home squadron did on purpose so they didn't have to give me the medal...long story, tldr; if you make powerful friends you make petty enemies.
it's modus operandi for the DoD. You're talking about 40k people suddenly getting benefits, it's a budget decision.
